The Rural Development Research Center in Central Plains Area
Brief Introduction
The Rural Development Research Center in Central Plains Area is the Henan provincial investigation and research base of Central China Normal University's Chinese Rural Research Institute, is the academic research organization based on the cooperation with Central China Normal University's Chinese Rural Research Institute, which is the Ministry of Education's important research base, and is a interdisciplinary, relative entity operation, open research organization, directly subordinated to Xuchang College.
The "RDRC" practices director responsible system under the leadership of the college leader, and sets up an academic consultant team with the domestic and international famous experts and scholars as the core, the current director of the centre is professor Wang Qinghua, vice secretary of Chinese Communist Party of Xuchang College. Xuchang College is a province-owned comprehensive undergraduate college. There are 1120 teaching and administrative staff, including 905 full-time teachers, 265 professors or associate professors among them, and 562 teachers having master's degree. Some teachers are experts receiving the state council’s special allowance, national or provincial labor models, excellent teachers and the gainers of Zeng Xianzi education fund, etc. The college also employs more than 50 famous scholars as part-time professors, including two academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering.
In Xuchang College, there are 17 teaching faculties, nearly 18000 full-time students. There are 58 undergraduate programs (directions), covering arts, science, engineering, law, history, teaching, economy, and administration, eight disciplines in total, two provincial key laboratory cultivation bases on applied chemistry and applied mathematics which are provincial key subjects, micro- nanometer structure and application. The specialty of electrical engineering and automation is the national characteristic specialty, the specialty of the fine arts and English major are the provincial characteristic specialty, and there are a provincial teaching team in applied psychology and five provincial excellent courses.
"RDRC" faces central plains' rural areas, its responsibility is promoting central plains' development, benefiting central plains' people, its aim is accelerating the harmonious development of "The Three Changes" and the realization of rural modernization, by compensating high-end thoughts in the research field of "Three Rural Issues ", solving the important theoretical and practical problems in central plains' rural development, providing science service and decision-making reference for local governments and related functional departments' decision-making, making positive contribution for the construction of central plains' economic zone with the actual actions.
Organizational Structure
Professor Xu Yong, a famous political scientist, Yangtze river scholar, professor of Central China Normal University, tutor of doctoral students, is the honorary directors; Professor Wang Qinghua, vice secretary of Chinese Communist Party of Xuchang College, is the director; Professor Liu Linna, director of the social science department, is the vice director; Professor Ma Hua, doctor of Central China Normal University, is the vice director.
There are four research laboratories in "RDRC", covering the field of rural politics, rural economy, rural society, farming culture, etc. There are more than 30 full-time or part-time staff, including 11 professors or doctors, involving political science, economics, law, administration, ecology, etc, 10 disciplines in total. At present, they have published 9 works, 139 articles, completed 71 research projects, including professor Ji Jiantao's national fund key project in social science in 2008 — "the Theory Innovation of the Way to Agriculture Modernization with Chinese Characteristics and the Research on Advancing Strategies in Different Stages and Regions", and two newly approved national fund project in social science in Xuchang College in 2011.
"RDRC" employs a large number of domestic and foreign well-known researchers, academic leaders on "Three Rural Issues" as distinguished professors and academic advisers, forming a strong research team. Among them, Professor Xu Yong, the dean of Political Science Research Institute of Central China Normal University, tutor of doctor students, is employed as distinguished professor of Xuchang College and the honorary director of "RDRC". Professor Xu Yong is a member of subject appraisal group (political science, sociology , ethnology) of academic degrees committee of the State Council, the first arts "Yangtze river scholars" distinguished professor of The Ministry of Education, a committee member of expert consultation committee of The Ministry of Civil Affairs, dean of Political Science Research Institute of Central China Normal University, president of Chinese Rural Research Institute of Central China Normal University, which is the key humanity and social science research base of The Ministry of Education, vice-chairman of Chinese Political Science Association. He walked into Zhongnanhai on November 30, 2006, holding a lecture on the study of the construction of Chinese socialism's democracy at the local level in the 36th collective study of the Political Bureau of the CPC Central Committee.
Basis for Cooperation
RDRC is born on the basis for cooperation with Chinese Rural Research Institute of Central China Normal University. Central China Normal University takes the cooperation very seriously, providing various supports for research center, including talents, data, training, research guidance, and so on. Chinese Rural Research Institute has solid strength and authoritative position in rural development in our country. In the past five years, it has received more than 100 research subjects of national social science and The Ministry of Education, many research reports are read by leaders of party and state, such as premier Wen Jiabao, Hui Liangyu, etc. Since 2008, Chinese Rural Research Institute begins to hold news conference in Beijing during the spring and autumn every year, issuing the related research results to the public, having a greater social repercussions and effect. Especially, professor Xu Yong has made a lecture on "Three Rural Issues " in the collective study of the Political Bureau of Central Committee of Communist Party of China, which shows that leaders of party and state attach great importance to "Three Rural Issues ", affirming Chinese Rural Research Institute of Central China Normal University's dominant position in the research field of "Three Rural Issues " from another Angle.
Chinese Rural Research Institute not only has walked at the forefront in the research on "Three Rural Issues " among the nationwide universities, and by transferring the academic achievements into social outcomes, providing science service for the central and local governments, becoming the precedent of "Rural Reform Experiment". Such as, "the Jiaoling Mode" in 2009, "the Yunfu mode" in 2011, etc. The research center's news conference on rural comprehensive reform's research achievements causes extensive attention of the whole society. Xinhua News Agency, People's Daily, CCTV, the Central People's Broadcasting Station, Guangming Daily, China Education Newspaper, the Economic Daily, Workers Daily, Science and Technology Daily, and Southern Daily, nearly 50 news media organizations have reported Chinese Rural Research Institute's great achievements and modes on the research of "Three Rural Issues ".
